Advancing Public Education through Cooperation (PDF)

Section 466 of PA 132 of 2009 requires the Presidents Council, State Universities of Michigan to provide the executive and legislative branches with a year end report on the coordination of purchased goods by the state universities. We are pleased to comply with the request and we do so by providing this report that reflects a wide range of collaborative arrangements entered into by our universities.

 

Offering Baccalaureates at Community Colleges (PDF)

This document is in response to 2009 House Bill No. 4837, establishing education programs and grant baccalaureate degrees in nursing, cement technology, or culinary arts.  Part one incorporates PCSUM’s document, Community College Baccalaureate: A Solution in Search of a Problem and part two focuses on the offering of a Baccalaureate in nursing at community colleges.

 

A Defense of Baccalaureate Education (PDF)

In the most recent political exchanges regarding whether to offer the applied baccalaureate or some other form of four-year education at community colleges, two essential questions have been lost: 1) what is best for students? All interested groups have an answer to this question, but they differ in important ways that should be made explicit to all who are interested in the outcome of this debate, and 2) What purposes should our public community colleges and four-year universities play in the state as providers of postsecondary educational opportunities? After answering the two questions, we articulate a definition of baccalaureate education and how it differs from the conventional four year degree. Lastly, we describe the challenges community colleges would face attempting to provide this form of education in a way that keeps students at the center of the conversation and allows them to achieve their established purposes in an efficient and effective way. Community College Baccalaureate - A Solution in Search of a Problem (PDF)

Lt. Governor’s Commission on Higher Education and Economic Growth made 19 recommendations to Governor Granholm. The ninth recommendation included higher education institutions examining availability and geographic coverage of services, including setting up partnerships between 4- and 2-year institutions to expand the availability of baccalaureate degrees. Without conducting a thorough needs assessment, the Michigan Legislature took a look at defining the criteria and process for community colleges to offer applied baccalaureate degrees. This report addresses that there are a number of ways to meet the existing demand of college-going opportunities, but none of them include identifying a solution first and then seeking out the problem. Development of a Student Level Data Tracking System: Context, Opportunities, and Challenges (PDF)
Section 216 of PA 213 of 2008 requires the state universities of Michigan to provide a report on the steps that have been taken and the challenges associated with the development of a student level data tracking system. The report discusses the context, opportunities and challenges of developing a data tracking system from a postsecondary perspective. The report was prepared by the Presidents Council, State Universities of Michigan with the input and cooperation of Michigan’s 15 public universities. December 2008

This report re-analyzes national data to demonstrate that Michigan’s public universities have made cuts to instruction, student services and academic services during a period of declining state support. It also calls into question the Mackinac report suggesting that investment in higher education is negatively related to economic growth. July 2007
